Neighbor’s smoke envelops our home

For the past two years, my neighbor's wood stove chimney has been spewing smoke pollution that (when the wind blows from the north) envelops our home. The smell can be overwhelming. Even when the wind is not from the north the whole street smells. After complaints to the town board of health and building inspector, the town actually granted a permit for the previously un-permitted stove! We are now in the process of appealing that permit decision and suffering through another winter of smoke.
